Computer Incident Advisory Capability (CIAC)

QUESTION:  Where is the best place to find truthful, online, up-to-
           date information that will help you debunk the Internet
           hoaxes and chain letters that clog up your email inbox
           every morning?
ANSWER:    The CIAC Web Site!

Bob and I have both talked about the CIAC Web site a couple of times
in the past, but I think the site deserves another mention.  Managed
by the United States Department of Energy, the Computer Incident
Advisory Capability (CIAC) Web site provides computer security
information to employees and contractors of the United States
Department of Energy -- and, thanks to the wonders of modern
technology, this information is also available, free of charge, to
non-DOE employees and contractors like you and me.

What sort of "computer security information" does the CIAC provide?
Well, to be honest, a lot of the stuff on the CIAC's Web site probably
won't appeal to the average Internet user (the site contains a lot
of documents talking about things like 'HP-UX Denial-of-Service via
telnet vulnerabilities').  But, that aside, the CIAC's Web site is
also one of the _best_ places in the entire world to find accurate,
verifiable information about Internet hoaxes and chain letters.  Best
of all, this Internet hoax and chain letter information is written in
language that all of us can understand.

Let's talk about chain letters first.  The CIAC's chain letter page is
at

This page gives you a look at some of the most infamous Internet chain
letters, including: PENPAL GREETINGS!, Make Money Fast, America Online
Upgrade, Bud Frogs Screen Saver, A Little Girl Dying, Jessica Mydek,
Anthony Parkin, Tickle Me Elmo, Kidney Harvest, and the PBS and NPR
Petition.  Of course, all of these chain letters are hoaxes.  If I
were you, I'd bookmark this page ... chances are somebody is going to
send you at least one of these chain letters in the weeks to come

The CIAC also has a really good Internet Hoax page at

The Internet Hoax page looks at such well-known hoaxes as: PKZ300,
Irina, Good Times, Deeyenda, PENPAL GREETINGS!, Make Money Fast,
NaughtyRobot, AOL4FREE, Join the Crew, Death Ray, AOL V4.0 Cookie,
A.I.D.S. Hoax, Internet Cleanup Day, Bill Gates Hoax, and WIN A
HOLIDAY.  Again, I strongly recommend that you bookmark this page.

Finally, the nice folks at the CIAC also recently conducted an in-
depth investigation into the threat posed by Web browser cookies.
Their conclusion?  "The vulnerability of systems to damage or snooping
by using web browser cookies is essentially nonexistent."  You can read their entire cookie report (which is _VERY_ well written
and is quite easy to read) on the Web at

As I said earlier, a lot of the CIAC's Web site contains information
that really isn't meant for end users like you and me.  But their
Chain Letter page, their Internet Hoaxes page, and their investigation
into the threat posed by cookies, are a must-read for anyone who is
planning on spending any significant amount of time on the Net.

THE 1998 WEBBY AWARDS

The winning Web sites were chosen by a panel of 95 celebrities, new
media experts, and journalists, including Dennis Rodman (of the
Chicago Bulls -- and the planet PLUTO!), former California Governor
Jerry Brown, Dilbert creator Scott Adams, Jane magazine editor Jane
Pratt (according to John Gray, Jane is from Venus), and film director
Kevin Smith (Chasing Amy, Clerks).
